In an effort to renovate and re-energize the properties along the North Concho River in San Angelo, the city retained KDC-Turner Partners to develop a conceptual master plan that would highlight development opportunities along the river. The study and subsequent presentations to council and concerned citizens revealed a West Texas pearl waiting to be rediscovered. The KDC team encouraged the city to refocus their development energies into renovating existing parkland along the river, as well as developing new parks and recreational opportunities in the river's corridor. The master plan reflected conceptual budgets and priorities for a 4.5 mile stretch of the river, including improved trails and ADA access, parking, shoreline and embankment stabilization and protection, dredging possibilities, plaza developments, retail development, and new pedestrian bridges and access corridors. The site has since been named a 2017 recipient of "A Great Texas Public Space Designee" by the American Planning Association, one of only 5 in the State of Texas at the time.
